Commanding Officer

I started my career as a mascot at Tower Hamlets unit in 1975, at the age of 12 I joined as a cadet, progressing through the ranks and taking part in many competitions and training events until the age of 18, in 1983 I became a member of staff.
I took a career break in 1984 returning in 1986 to Tower Hamlets unit as a helper. I moved into Newham unit as a Civilian Instructor becoming a Probationary Petty Officer in 1992, I have then transferred to City Of London unit and became a Petty Officer in 1993. Having been utilised in many units within North East District I became a Chief Petty Officer at West Ham unit in 2003. I have been taken part in many parades and shows, the most memorial one being the V.J Anniversary in the mall and at Buckingham palace in 1995 with Newham unit.
I was awarded the Queens Jubilee medal in 2002 and received my long service cadet forces medal in 2005. My qualifications include Advanced Seamanship Instructor, Cook/Steward Instructor, Pulling Instructor, Power Level 1 & 2, Planing & Displacement, First Aid & I.M Level 2, I am a part of the North East District Boating Team and Leading Hand Training Board, North East District as well as London Area Cook.
As from September 1st 2006 I have become the Officer-In-Charge of T.S Bulwark at Clapton & Hackney Sea Cadet Unit.
On 10th of August 2007 I recently passed my command course at H.M.S Excellent and now officially hold the title of Commanding Officer. _____________________________________________________________________________________________

TI Barker graduated from the University of Wales, Bangor in 2005 and went on to complete his PGCE Teacher training.
He now works at the Petchey Academy, Hackney where he is employed as the Head of Music. In his spare time, TI Barker enjoys sailing, mountaineering and SCUBA Diving. He has climbed extensively in Snowdonia and the Lake District and has also climbed Mount Kenya and Jbel Toubkal.

Captain of the Sea Cadet Corps
Captain Mark Windsor BSc MA RN
Captain Mark Windsor BSc MA Royal Navy joins as Captain Sea Cadets following an operational tour in Afghanistan and a brief period as a visiting research fellow at the Royal United Services Institute London. In Afghanistan, he was the chief public affairs officer for the 42 nation International Security Assistance Force (ISAF), in Kabul, working directly for the Commander, a 4 Star US general. During this time, he was responsible to the commander ISAF, for all public affairs matters for the theatre of operation, working closely with the Afghan government.
Captain Windsor is a senior RN captain who was born and educated in London. He graduated from Brunel University in 1981 as a mechanical engineer and worked in industry prior to joining the Royal Navy in 1984.
His initial service was as an instructor officer and following training at Britannia Royal Naval College and in HMS FEARLESS, he served at HMS SULTAN as an instructor in mathematics, in HMS INVINCIBLE as the assistant education officer and as a lecturer in mechanics at the Royal Naval Engineering College Manadon.
In 1989, he qualified as a meteorological and oceanographic (METOC) officer at the Royal Naval Air Station (RNAS) Culdrose. Thereafter, he served as a METOC officer at RNAS Yeovilton, RNAS Portland and in the aviation training ship, RFA ARGUS. A short tour as a METOC forecaster at the Fleet Weather and Oceanographic Centre (FWOC) Northwood was followed by a further sea appointment as the Eighth Frigate Squadron METOC officer, principally serving in HMS CORNWALL and HMS CAMPBELTOWN.
In 1993, Mark attended the Royal Naval Staff College Greenwich during which he gained a Master of Arts degree in Defence Studies. After Staff Course, he was a desk officer in the Directorate of Naval Oceanography and Meteorology in London, in which he was dual-hatted with the Directorate of Operational Requirements Sea, where he was responsible for METOC operational requirements.
Promoted to Commander in 1996, Mark returned to the FWOC as the officer in charge, following which he was the METOC Policy Officer in the Directorate of Naval Surveying Oceanography and Meteorology (DNSOM) in the MOD.
After, a short appointment to the TOPMAST naval manpower study, Mark was promoted to Captain in 2001 and returned to DNSOM as assistant director responsible for plans and programmes. He then served as the deputy director naval recruiting, during which he was actively involved with the Admiralty Interview Board (AIB) acting routinely as Board President. A short spell followed, when he was seconded to the international management consultancy Accenture in the city of London.
His next appointment was as the deputy assistant chief of staff media and communications in Fleet Headquarters where he was responsible to Commander-in-Chief Fleet for all media and internal communications matters for the operational navy.
Mark works hard to keep himself fit, and is a keen cyclist and jogger. He plays the classical guitar and enjoys working with wood when he can spare the time. He and his wife Deirdre live in Purley, Surrey and his family origins are in the Far East in Myanmar. London Area welcomes Capt Windsor into the SCC, and we look forward to seeing him visiting London units in the future.

COMMANDER HAINES HAS BEEN APPOINTED AREA OFFICER FOR LONDON SEA CADETS FOLLOWING THE DEPARTURE OF LT COL ANDY MILNE RM. COMMANDER HAINES PREVIOUSLY SERVED AS ASSISTANT DIRECTOR SHIPS ON THE SAUDI ARMED FORCES PROJECT, ASSISTING BAE SYSTEMS IN THEIR SUPPORT TO 3 MINE HUNTERS COMMISSIONED BY THE ROYAL SAUDI NAVAL FORCE. HE IS NEW TO THE SEA CADETS BUT IS DELIGHTED WITH HIS APPOINTMENT AND IS LOOKING FORWARD TO WORKING TO STRENGTHEN AND DEVELOP RELATIONSHIPS BOTH WITHIN AND OUTSIDE OF THE CORPS.

Lieutenant Commander Barry Sickelmore started at West Ham Thunderer at the age of 10 years, In November 1973, he progressed his way through all the rank structures from Cadet to Petty Officer Cadet being promoted to Cadet Instructor in 1981. He spent time at Newham & Clapton unit gaining experience before returning to West Ham when he was promoted to Petty Officer. In 1983. He was promoted to Sub Lieutenant in 1984 and became First Lieutenant; He was promoted to Lieutenant in 1987 at the same time taking Command of the Unit. Having spent 9 Years in Command also holding various District appointments, DSO Ceremonial, First Aid, Boats & Seamanship. He was also Training Committee Chairman for eight Years. He was Appointed Assistant District Officer in 1996, then promoted to District Officer in April 1999.
Lieutenant Commander Sickelmore has various qualifications: Pulling Coach, Ceremonial Officer, Instructional Methods Instructor, Advanced Seamanship Instructor, Piping Examiner to mention a few.
